What is the difference between HR 1310 and S 696? It appears that the Senate version contains exclusions while the House version does not. The way I read the exclusions in the Senate bill it seems to say it is OK to put surface mine waste and garbage in streams. Is this government gibberish meant to confuse an old man like me? Can someone please explain this to me.
